A shocking new report says the Environmental Protection Agency tested deadly pollutants on humans without always informing them of the risks.

The EPA inspector general report found that, overall, the EPA “followed applicable regulations” when it exposed 81 test subjects to “concentrated airborne particles or diesel exhaust emissions” in five studies between 2010 and 2011. But the report also found that the consent forms used in these studies only sometimes told participants of the full range of risks, which include cancer and even death.
