Washington, D.C. – Craig E. Richardson, President of the Energy & Environment Legal Institute (E&E Legal), announced today that Fred Palmer, an energy policy expert with nearly fifty years of experience – most recently as Senior Vice President of Government Relations for Peabody Energy – has joined E&E Legal as a Senior Legal Fellow.

“Fred Palmer’s knowledge and understanding of America’s energy policy and politics spans from the gas crisis of the early 1970s to witnessing first hand the utterly destructive and economy-killing policies of Obama’s ‘War on Coal,” said Richardson.  “As E&E Legal continues to support President Trump’s America-first energy dominance agenda, which will face tremendous blowback from the left-controlled House next Congress, having Fred as a member of the team will be invaluable given his real world experience first with rural electric G&T cooperatives at Western Fuels then at Peabody.”

Prior to joining Peabody Energy in 2001, Palmer served for five years as General Counsel and 15 years as chief executive officer of Western Fuels Association, Inc. While at Western Fuels, Palmer served on the Board of Directors of the National Mining Association and in that capacity served as chair of the NMA Legal Committee with a focus on coal and climate policies during the Clinton/Gore years in the 1990s.

“I am very proud to be joining E&E Legal as a Senior Legal Fellow in support of the Institute’s mission to advance U.S. Energy Dominance through our fossil fuels while advancing environmental values resulting in an improved human and natural environment,” said Palmer. “The years under President Obama saw a wholesale attack on any use of fossil fuels, starting with coal, and Obama’s signature, toxic legacy, still in place will be our our first order of business in my new role.”

Palmer noted that the “2009 EPA CO2 Endangerment Finding must be repealed for social development through fossil fuels to fully flourish at home and abroad. Fossil fuel use long term will remain threatened so long as Endangerment is in effect,” he concluded.

Palmer began his career in 1969 in Washington, D.C., on the staff of Arizona Congressman Morris K. Udall, where he served for two years. He was a partner in Duncan, Brown, Weinberg & Palmer, a Washington, D.C.-based law firm, for eight years where he specialized in utility, environmental, and resource law.  Palmer attended the University of Arizona, where he earned a Bachelor of Arts degree in 1966 and Juris Doctorate with honors in 1969.
