An initial legal effort by an energy advocacy organization failed to block a meeting of an Environmental Protection Agency panel that is writing regulations to control particulate matter pollution.

The Energy and Environment Legal Institute on Monday filed an application for a temporary restraining order in U.S. District Court in Washington, D.C. seeking to stop the panel from meeting until an “impartial” panel can be formed.
